If you win, you can use the "Create Custom Empire" decision to create a titular empire with no de jure territory. Once you have your three kingdoms, all of which are de jure part of existing empires, you must declare independence from your liege (which can be difficult, since your demense is likely very spread out). These provide good opportunities to rip kingdoms (Jerusalem and Andalusia, commonly) away from empires that already exist (Abbasid and Umayyad).
Hopefully, by the time the drift is complete, the crusades are about to be underway. Now, you need to swear fealty to an empire (Francia, if it exists) and allow your kingdom (Mann) to drift into it. Now, when you use the "custom kingdom" decision, your kingdom will be titular (no de jure territory) because the kingdom that all of your duchies belong to already exists (Pictland).
Then, take two duchies away from the nearest existing kingdom (Pictland, in my case) without usurping the kingdom title. All you have to do is control a duchy that is already de jure part of a kingdom that exists (I like to use Mann). You can make a zero-county, zero-duchy, zero-kingdom de jure custom empire.
